It is hard to get custom Ringtones for the iPhone for free because iTunes demands that the songs to convert has to be downloaded legally and through its store. Also there are many programs for Windows and Mac to convert any song, yet they are usually shareware. The following are methods to create your own Ringtones, using your iTunes and GarageBand or an equivalent Windows Sound editing tool.
Prerequisite:
- Jailbroken Phone
- OpenSSH Installed
Method for converting ANY song into a Ringtone (Mac Only):
- Open GarageBand with all default settings (Don’t mind the keyboard)
- Drag the mp3 file into it
- Edit or don’t!
- Choose the Share Menu
- If <= 40s:
- Send Ringtone to iTunes
- Sync!
- If > 40s (Needs Jailbroken iPhone with OpenSSH installed)
- Export Song to Disk
- Choose AAC Encoder
- Open the file location in finder
- Edit file extension to .m4r instead of .m4a
- SSH into the directory /Library/Ringtones
- If <= 40s:
Simple Method (Mac and Windows):
Requires iTunes versions prior to 8.x.
- Open iTunes
- Choose the song to convert
- Right-Click on the song
- Choose Get Info
- Choose Options
- Modify Start Time and Stop Time to get a net of 40s
- Right-Click on the song
- Choose (Convert to AAC)
- Right-Click on the created file
- Choose “Show in Finder” or “Open in Windows Explorer“
- Rename the file to change its extension from .m4a instead of .m4r
- SSH into the directory /Library/Ringtones
For information about SSH, read the post How to SSH on your iPhone.

Sorry for the very late comment. But:
1. download iRinger from http://www.iringer.net/
2. use it to convert your mp3 to a ringtone
3. add it to iTunes and Sync with iPhone.
Enjoy!
